Rebecca Delaney is an associate in Quinn Emanuel’s Washington, DC office. Before joining the firm, she spent nearly 15 years as federal budget analyst and congressional appropriation specialist, including service as a Presidential Management Fellow. In 2018, her disclosures to congressional staff contributed to the codification of statutory protection for the Department of Education’s Budget Service.
At NYU School of Law, where she served as Managing Editor of Operations for the Law Review, Rebecca coordinated a standing-room-only symposium on the future of administrative law. Her student note on unpaid internships in the federal sector earned the convocation award for excellence in employment law. She has coauthored amicus briefs on social media transparency and First Amendment issues on behalf of the American Civil Liberties Union, Knight First Amendment Institute, and Electronic Frontier Foundation, with federal courts citing to her contributions.
