Kate Harrigan is an associate in Quinn Emanuel’s Washington, D.C. office. She joined the firm in 2026. Prior to joining the firm, Kate worked for over ten years as a senior policy advisor for the Department of the Interior, including serving as a Presidential Management Fellow. Kate was responsible for drafting substantial regulations for the federal government and has extensive experience serving as a policy liaison with Congressional offices on proposed legislation.
Kate attended Georgetown Law in the evening program, completing the program early despite continuing to work full-time for the federal government. She also served as a Senior Editor of the Georgetown Journal of Law and Public Policy and as a member of the Appellate Advocacy Division of Georgetown Law Barristers’ Council.
